Flanagan | Bilton LLC, is a team of experienced attorneys and tax consultants who have represented clients on Property Tax matters for 50 years.

Unlike most tax consulting firms, we provide services that offer tax consulting opinions as well as expert legal advice in matters strictly related to property taxes. Prior to entering private practice, our principals accumulated over 30 years of state and local government service,  focusing on tax matters, property valuations and litigation at the trial level, appellate level and Supreme Court.

MICHAEL FLANAGAN

Michael began his career at Flanagan|Bilton as a summer intern in 2000 while attending Culver Military Academy. He earned a business degree from Miami University in 2007 and a Juris Doctor (JD) in 2010. A member of both the Illinois Bar Association and the North Carolina Bar Association, Michael brings expertise and dedication to his work.

Outside of his professional life, he enjoys golfing at Sage Valley, Secession, and Hogshead Golf Links, as well as bow hunting, fishing, and beekeeping on the family farm. Michael also leads FB Ventures, the firm’s family office investment vehicle, further expanding his contributions to the firm.

THOMAS D. FLANAGAN, JR

Thomas started his career at Flanagan Bilton in 2004 as a summer intern while attending Culver Military Academy. He went on to attend the University of Miami, where he earned both his undergraduate and law degrees.

Before joining Flanagan Bilton full-time in 2013, Tom gained valuable experience at National Tax Search, focusing on property tax payments and GNP, particularly in property management. Tom plays a crucial role in overseeing the firm’s operations across all 50 states and specializes in the Florida market, utilizing his extensive connections and expertise in the state.

He is licensed to practice law in Florida, Illinois, and Massachusetts. In addition to his legal practice, Tom actively manages FB Tax Management (“FBTM”), a property tax payment service, and FB Ventures, the family’s real estate investment platform. He also oversees the management of a portfolio of commercial real estate properties.

Outside of work, Tom is an avid outdoorsman who enjoys fishing, golfing, diving, bow hunting, tennis, and college football. He also spends time at the family farm in Illinois, embracing his passion for nature and land management.

JOHN FLANAGAN

John has over 13 years of experience in the real estate tax sector. He began his career at Flanagan Bilton in 2014. Before joining Flanagan Bilton, John worked at National Tax Search (NTS) and the New York Yankees.

Currently, he runs the firm’s Cook County, IL practice and co-manages its sister company, FB Tax Management (FBTM). John is a member of the International Association of Assessing Officers (IAAO) and the Appraisal Institute (AI).

He attended Culver Military Academy for high school, received his Bachelor of Business Administration (BBA) from the University of Miami, and earned his Juris Doctor (J.D.) from the Chicago-Kent College of Law. John is licensed to practice law in Illinois, New York, New Jersey, and Nebraska.

Outside of work, John enjoys spending time with his family and golfing at Medinah and Hudson National Golf Club.
